Project Description:

The European Bank for Reconstruction and Development (the “EBRD”, the “Bank”) has launched a Refugee Response Programme (the “Programme”) in nine provinces of South-eastern Turkey. The Programme focuses primarily on promoting:

(i) direct investment in SMEs, and delivery of finance through existing EBRD credit lines, with accompanying business advisory services;

(ii) investments in municipal infrastructure to alleviate pressure on basic services in host communities; and

(iii) economic inclusion through skills verification and labour market diagnostics.

Gender considerations have been integrated throughout the response package. A gender baseline assessment was conducted at the end of 2016 to inform the design of a gender programme with specific interventions to address the needs of refugee women through the services delivered by the EBRD response (the “Gender Programme”). The Bank now wishes to engage a Gender Programme Coordinator (the “Consultant”) to implement the Gender Programme.

Assignment Description

The Consultant is expected to:

(i) Manage the implementation of the Gender Programme of the EBRD refugee response in Turkey to ensure that all deliverables under the programme are carried out on time, meet the necessary quality standards, and are in line with the programme’s objectives;

(ii) Facilitate coordination among EBRD teams as to ensure the successful implementation of the gender programme; and

(iii) Act as a focal point for gender related issues as part of the EBRD refugee response.

In particular, the selected Consultant is expected to fulfil the following tasks:

1. Project management and monitoring

• Produce an inception report 3 weeks from commencement of the Assignment outlining the work plan, methodology for operations and modalities for reporting, coordination, communications (with all parties) and visibility activities;

• Manage and coordinate day-to-day activities of the Programme to ensure that all deliverables are carried out on time, meet the necessary quality standards, and are in line with the Programme’s objectives;

• Contribute to the Refugee Response programme coordination when required, particularly in those activities related to gender that require presence in/engagements with institutions in Ankara, Istanbul and site visits;

• Support the development of product knowledge and communication materials at different stage of the Programme.

• Assist the Operation Leader with ad hoc tasks relating to the Programme;

• Monitor progress of the EBRD refugee response based on the gender indicators established in the refugee response results framework.

2. Coordination and representation

• Act as a focal point for issues related to gender equality with regard to the implementation of the refugee response (attend relevant meetings in RO, liaise with EBRD teams in Turkey and HQ, liaise with project consultants, etc.).

3. Outreach, information dissemination, and capacity building

• Prepare and present user-friendly summaries of the baseline assessment to different stakeholders such as EBRD banking teams involved in the implementation of the refugee response, and other relevant local stakeholders including chambers of commerce, local government agencies and NGOs, other local service providers;

• Build capacity of EBRD staff, project consultants, and implementing partners on issues relating to gender equality for the implementation of the refugee response as needed;

• Provide technical support to EBRD staff and consultants involved in the implementation of EBRD refugee response as needed on strategies to maximize outreach and use of EBRD services by refugee women;

• Implement all gender capacity-building activities included in the programme.

4. Partnerships & Policy Dialogue

• Liaise with and establish strategic partnerships with a range of stakeholders including NGOs, government agencies, IFIs and consultants involved in the Refugee Response –towards ensuring the successful implementation and sustainability of the programme beyond end of 2020;

• Maintain and update a database of strategic partners and stakeholders with all relevant details;

• Raise funds for specific areas of the programme for which funding might not have been secured at the inception of implementation;

• Support EBRD teams in policy dialogue activities necessary for the implementation of the Programme.

5. Other implementation

In close collaboration with the EBRD’s Gender Team, and with support from local consultants, deliver the activities in the Programme including:

• Establishment and management of digital platform for refugees;

• Business information seminars with refugee women;

• programme to support start-up refugee women;

• pilot programme for home-working in collaboration with Self-Funded Communities;

• training and advisory services for Syrian WIBs

6. Support to employment of local women in refugee affected areas

• Pipeline permitting, support EBRD banking teams and the Gender Team in identifying, structuring and implementing equal opportunities projects to promote local female employment in EBRD direct investment in refugee affected areas.

Status of Selection Process: Interested individual experts or firms interested to nominate an expert are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in July 2017. The Consultant will work on a full-time basis in the EBRD’s Ankara Resident Office for up to three years.

Maximum Budget for the Assignment: The maximum budget for the Assignment, including remuneration and expenses, will be agreed with the selected Consultant during contract negotiations. Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is expected that the Assignment will be funded by the EBRD Shareholder Special Fund allocation to the Refugee Response in Turkey. Please note selection and contracting will be subject to the availability of funding.

Eligibility: There are no eligibility restrictions. Individuals or consulting firms interested in nominating an expert from any country may apply.

Consultant Profile: Individual services are required. The Consultant shall be an expert (individual expert or an expert nominated by a firm), preferably with previous professional experience in:

• Preferably 7 years’ experience in project management, preferably in projects related to gender or women’s economic empowerment;

• Preferably 7 years’ experience working with women entrepreneurs, businesswomen’s associations, or women’s organisations;

• Excellent knowledge of the Turkish administration as well as implementing agencies;

• Excellent written and spoken Turkish and English

• Knowledge of Arabic will be considered an advantage;

• Extensive knowledge of gender issues in Eastern Turkey and specific needs of women refugees;

Submission Requirements:

In order to determine the capability and experience of experts seeking to be selected for this Assignment, the information submitted should include the following:

1. Cover letter (max. 2 pages) summarising why the expert believes they satisfy the requirements as defined in the above section Consultant Profile. Experts must confirm that they are able to commit to this full-time role for the 36-month duration of the Assignment, and are able to relocate to Ankara if necessary.

2. CV (not exceeding 4 pages) which should include full descriptions of responsibilities carried out, not just a job title, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. 500-word case study: Describe what, in your own opinion are the main challenges to the economic empowerment of Syrian women living in South-Eastern Turkey, and the potential opportunities available to them.

Expressions of Interest should be submitted in English electronically through e-Selection, to reach the Bank not later than the closing date. The complete expression of interest (including cover letter, CV, declaration and contact sheet etc.) shall be one file (pdf) to be uploaded to eSelection. The EBRD reserves the right to reject applications of experts submitting more than one file. Only if the permissible file size (4 MB) is exceeded, the Consultant may split the expression of interest into further files.

1. The selection will normally be made from responses to this notification only. Consultants will not be asked to submit a proposal. The highest-ranked Consultant will be selected from a shortlist and be invited to negotiate the contract, subject to availability of funding.

2. Consulting firms (proposing individuals) and individuals may apply. Consulting firms nominating an individual expert shall submit one complete individual application for each expert via eSelection. Single applications for a number of experts containing various CVs may result in rejection of such applications and all concerned experts.

3. Following evaluation of expressions of interest, interviews will be held with the highest-ranked experts. It is expected that interviews will be held no later than 16 June 2017. Experts invited to interview will be given up to five working days’ notice of the interview date(s) and time slots. The EBRD will not pay for any travel expenses incurred by experts attending the interviews. Candidates not invited to interview will not be considered further.

4. The EBRD will not pay for any relocation expenses associated with the Consultant taking up this role.

5. The shortlist criteria are:

(a) Preferably seven years’ experience in project management, preferably of gender/women entrepreneurship projects (40%)

(b) Experience working on gender and/or refugee issues in Turkey (20%)

(c) Demonstrable knowledge of the Turkish administration as well as implementing agencies (10%)

(d) Case study: 500-word case study: describe what, in your own opinion are the main challenges to the economic empowerment of Syrian women living in South-Eastern Turkey, and the potential opportunities available to them (10%)

(e) Interview to assess communications skills in English and Turkish, and relevant experience (20%)
